Default Allow Multiple reviews by same person

We have GARS set up to review motocross tracks. I would like people to be able to review and rate the track after every weekend.

When you go to add a comment for a second time it doesnt allow you to choose a rating.

Is it possible to set this up

There is one rating per user per thread. There is no option to allow multiple ratings per user per thread. There is the option to allow users to change their rating via the ACP -> GARS -> Types -> click a type -> Allow users to change their ratings -> Yes.
