You have the following set in the HTML for that page:
Code:
<div id="content">
The related CSS floats left and sets the DIV to 78 percent:
Code:
#content {
	float: left;
	width: 78%;
}
Hence the space on the right hand side.

I thought I had tried this before and here is an issue we found.

Altho this does make the newsletter look correct, it messes some other pages up like the blogs.

any ideas how to fix this?

In whatever template contains <div id="content"> try:
Code:
<if condition="THIS_SCRIPT == 'newsletter'">
	<div id="content2">
<else />
	<div id="content">
</if>
And then add the following to the CSS:
Code:
#content2
{
	float: left;
	width: 100%;
}

Guests see "# (12-31-1969)" where? As a guest, I see "#22 vBulletin Community Newsletter (07-09-2008)" on screen.

Checked with IE and as a guest I still see "#22 vBulletin Community Newsletter (07-09-2008)" on the page. Is that the text to which you refer? What happens if you give the page a Ctrl-F5 hard refresh?
