I am confused, why is it that the first comment in an article does not a link to that direct comment, however, the second comment does?

http://www.teryxhq.com/forums/produc...dsr-100-a.html

If you look at the two comments, on the right by the icons, you see the second comments has #1 (permalink) next to it, however, the first one does not??

The first post in that thread is actually the review itself, but GARS changes post count so it looks like the first comment is number one. See here for an example. Maybe some other modification doesn't understand that so shows the wrong post count, but if you are using the GARS_comment template for comments, look for the following line in the template and try $post[gar_postcount] instead of whatever post count variable you might be using in a template conditional:
Code:
                        <if condition="$show['postcount']">#<a href="showpost.php?$session[sessionurl]p=$post[postid]&amp;postcount=$post[postcount]" target="new"><strong>$post[gar_postcount]</strong></a> &nbsp;</if>
