You limit by category through your billboards.

Edit your default billboard and set it to whatever cats you want. Then wherever you use that billboard, you will only be using that cat.

Hmmm. Even that sounds confusing

Regardless, all you would ever use is $GAB_ads[x] (where x is 0-9 and assigned by editing your script i.e. your master script).

unless i'm understanding this all wrong, $GAB_ads[0] can become $GAB_ads[1] depending on what page and what ads i have on the page, however i want to assign ads using contants as unassignable variables such as 0-9 really don't help me.

Specifically given the fact that i can't actually choose which number i want to give the ad nor see a screen display what number is assigned to what billboard/campaign.

what i'd feel comfortable with is

$GAB_ads['category']['billboard'] or $GAB_ads['billboard'] or even $GAB_ads['billboardid']

but at the moment it seems entirely random.

Nope, not random... just not very well documented

What the x in $GAB_ads[x] points to is your scripts configuration.
FOr instance... go into your admincp-> gab ->scripts page and click master script.

There you will see a list of drop down boxes like this:

Notice $GAB_ads[0] - $GAB_ads[9]?

Each drop down box allows you to assign a billboard configuration to the specific GAB_ads variable. In the picture above, the default billboard will come out in $GAB_ads[0].

Categories are configured at the billboard level. There you can create billboards that have 1 or more ads... the type of ads they are and which category they come from. When that is done, then assign them as above.

DOes that help?
