Im sure a module could easily do this (though it doesnt currently exist!)

I wouldnt even know where to start there. Most (if not all) could be done via a module, however Im not too sure how big of a take up there would be.

Its the same as vB, yes you can control usergroups that can post HTML - but thats a stie wide setting.
