If you have 2 ads in a billboard and its set to randomly show 1 (1 being an image and 1 being flash) then yes, you have got a 50/50 chance of seeing a flash ad and an image. From there, your frequency kicks in.

Yup for me anyway
. Which might mean a problem for others.
At the moment we use the flash as the fillers and the image banners tend to be from people paying for adverts. I suppose the way round it would be to add/repeat the same flash

5 times and add 1 image to the billboard. Or change number depending on Ratio required.
