Disable in User CP?

I am thinking of using GAL as a glossary type system, but a few of my users have requested that they can turn it off if they want...

Is this possible with the current system?

Sure, each category has a 'usergroups exempt from category' where you can specify which usergroups can toggle that category on and off.

Once set, how does a user 'toggle' this on and off The Geek?

You need to create a new user profile field, something like:
ads?
values: yes/no

Then in each category, edit it and scroll to the bottom where you can select your 'ads' custom field and put no for the value.
