Add showing up after turn off

Ok i have adminstrators checked on who can view ads
I have it checked on who can turn off an ad.

I also put in the biography, if someone has london they wont see the ad.

However when i put london in my biography, i as an admin still see the ad, the only time i dont is when i uncheck the "who can view ad" box for admins.....any advice??
