Example:
User A creates a new thread in a GARS enabled forum with rating system.
There are 5 rating options available and he only votes 3 out of 5, the other 2 non rated are posted as "N/A". The review thread is submited and now public.
User B goes int User A review thread and whishes to submit his review, when writing his review, only 3 options are displayed to be rated. Because User A did not rate those options.
I want to fix this, so if User A doenst rate all rating options, the rest of the users CAN rate any of the options. Some would rate only 1 and others 2, 3 or even the 100% of the rating options to be selected.
