Don't understand 2nd instruction

Hi,

I have no idea what this means:

Upload the product-gars.xml file into your admincp product manager. This will install the required DBs and phrases

I'm not sure where to upload it. Where is my 'admincp product manager'? Can someone please give me the direct path?

Log into your admincp, scroll to the bottom and expand the plug in system pane.
Then click Manage Product, then click Add/Import New Product. Then brose to the file and click Upload.
